West 45th Street Block Association is thrilled to participate in MAKE MUSIC NY, transforming Mathews Palmer Playground into an impromptu stage for performances including the Todd Henry Movement.  If you missed this stellar dance/movement/musical production in the playground last year, this is a must see!   


SAD NEWS
ALICE LUPINSKY
We are sad to share the news that long-time 45th street resident (since the 1940's) Alice Lupinsky,age 89 has passed away.  Alice was an active member of the block association, bringing coffee to meetings for many years (and attending more recently with her great hell's kitchen spirit, apologizing for no longer doing so).    One neighbor reminisced Alice's stories about when the Westies would go around selling little items they'd stolen (like gloves) and folks would purchase them (for a nickel or so) to stay on good terms.  Our heartfelt condolences to John and all others in her immediate and Hell's Kitchen family.  Donations in Alice's memory can be made to St. Judes Children's Hospital.

PEDESTRIAN KILLED ON 45th/10th


We are saddened to hear of this tragic loss of life, right here on our block.   As far as we know, no charges have been filed. 

This is a reminder for us all - as pedestrians, bikers, bladers, drivers - and all else - TO TRAVEL SAFELY!  9th Avenue is all dug up getting ready for a newly extended bike lane.  CitiBikes are on their way to stations all around the City.   If you're interested in safe, efficient streets, make sure to join us for our May 30 bike film, together with CHEKPEDS.

REMINDER - UPDATE/NOTICE RE:  GOTHAM 44/45th CONSTRUCTION  -

In order to construct the platform over the Amtrak rail road tracks, our construction teams need to work at night between the hours of 11 pm and 7 am.  This work will begin on April 23rd and continue for up to four weeks.  There will be no additional street closures while this activity takes place. December 8th Block Association Meeting

Greetings Friends and Happy Holidays -

Below are notes from our most recent Block Association meeting. Apologies for the tardiness.

The main item to note: Monday, January 5th, we'll be hosting our winter gathering at Landmark Tavern on 46th and 11th, we'll be joined by our friends from the 46th Street Block Association, and we hope you'll all be there.

The topics we covered:

- Allison from 46th Street filled us in on the club situation in the neighborhood. A new club at 621 West 46th Street has been granted their license over community objections. Even though the SLA twice denied 621, and the neighborhood was concerned about a second mega-club in such close proximity to Pacha, 621 had spent money on renovations before they had the license, and thus had a stake in it. Their lawyers threatened action and wrangled the license, challenging the long-standing understanding of what the "3 licenses withing 500 feet rule" means (now interpreted as 3 of each type of license, not 3 liquor licenses total).

So, what does the community do now? 46th Street Block Association is in conversation with a lawyer that would require a $10,000 retainer. And the 45th Street residents hadn't had as much directly negative experience with Pacha, so there was less urgency.

However, we wanted to support 46th Street -- so as they write letters to electeds to clarify the law, and engage Senator Duane and Assembly Member Gottfried, we'll stand by to help, and Allison will forward us the letters, petitions, updates.

- At the same meeting, Brian from Pacha came by. Their club is trying to connect with the community, and he knew there had been some problems. He wants to be responsive, and will come in person to hear the feedback. That said, nobody had any concerns and we thanked him for joining us.

- There was some concern about the park not always being locked at night, but it seemed to be getting better.

- It's tour bus season -- if you see them idling on our street, tell them to move (or at least cut their engines) -- Vice President Chana Widawski has done this to great success.

- And though it's wintry now, members are looking ahead to the Food Festival in the spring.

- Following the success of our October movie, there's excitement for our next social event: the winter gathering. Brian generously offered Pacha, but it looks like we'll settle on Landmark this time on 46th & 11th and invite our neighboring associations...and save Pacha for the future.

- It was good to see Alice back. She doesn't go to New Jersey as much when it's cold, and thus she came and warmed up our meeting with stories of her 6 decades on the block!

Citywide Rally TONIGHT! Close the Vacancy Decontrol Loophole

How to find your fellow West Siders at the rally: The West Side Neighborhood Alliance was an early endorser of the rally and our members and supporters are turning out in force. Once you arrive at the indoor rally location, be sure to find the WSNA contingent. Come early if you can since the lines to sign-in will get quite long once the 18 buses full of tenant activists arrive from around the city. We'll be sitting together on the right hand side toward the middle of the space. Look for the WSNA sign held high above the crowd in that seating area to locate us. We want a united group of West Side residents, so please join us there. We'll have special WSNA stickers waiting for you!

Background:
Tenant organizations in New York City and suburban counties are launching an intensive campaign to repeal Vacancy Decontrol when the State Legislature reconvenes next month in Albany.

In the last 15 years, Vacancy Decontrol has resulted in the conversion of 200,000 to 300,000 affordable rent-controlled and rent-stabilized units in the downstate region to market-rate, unaffordable apartments. Tenants moving into these deregulated apartments have no basic protections: no limits on how much their landlords can raise their rents, and no tenure protections - no right to remain without the landlord's consent, no statutory tenancy protections as under rent control, no right to an automatic lease renewal as under rent stabilization.

Unless we can repeal this loophole, the entire rent-regulated universe will be lost in the next several years. Vacancy decontrol is responsible for all the distortions we see in the downstate rental housing market, including an upsurge in landlord harassment of tenants, an upsurge in evictions and eviction attempts, and the increasing use of private equity funds to finance predatory purchases of apartment buildings that can be profitable only if the new landlords succeed in forcing regulated tenants to move so the apartment can be permanently decontrolled on vacancy.

With the Democratic takeover of the New York State Senate as a result of the November 4 statewide elections, and a Democratic Governor, we have a new opportunity to enact pro-tenant legislation, to take back what we have lost under Republican control, and to expand tenant protections and preserve our affordable housing supply. We have a big reform agenda and repeal of Vacancy Decontrol is only the first demand. We will have to work to win pro-tenant legislation - we have a powerful adversary, whose power comes from their money. We will need your financial support and your time and effort to win.

Do not miss this important rally, the launch of the campaign to repeal Vacancy Decontrol. The rally promises to be high energy and fun. Come early if you can. Wear your R3 t-shirts!
